Andrew M. Condlin
Andy Condlin represents developers and land owners in every aspect of commercial real estate, particularly in matters relating to land use, zoning, economic development, public-private financing transactions, historic preservation and local government law issues. He also assists local governments, volunteer boards and private developers in amending and drafting local zoning ordinances and comprehensive plans. The extent of Mr. Condlin’s diverse land use practice places him in regular contact with local governing bodies, commissions and administrators as well as relevant developers and civic associations allowing him to establish and maintain relationships with these individuals and organizations.

A leader in his profession, Mr. Condlin is also a leader in the community, lending his time and skills to a wide variety of business and legal organizations. Mr. Condlin is currently a member of the Executive Committee of the Urban Land Institute - Richmond District and is an organizing member of Henrico Business Leaders. Mr. Condlin is also on the Executive Committee for the VCU Real Estate Circle of Excellence and is the President-Elect of that organization. Andy also participates as a member of the Richmond Real Estate Group.
A range of civic and charitable organizations throughout the greater Richmond area also benefit from Mr. Condlin's leadership. He is a current or past member of the board of directors of Henrico Bar Association (past President) and the Virginia State Bar's Conference of Local Bar Associations, Catholic Heart Work Camp, Children's Home Society (past vice president), Canterbury Community School, the Henrico County Public School Citizen Advisory Panel and the United Way Community Resources board of Richmond. Additionally, Mr. Condlin volunteers as a closing attorney for Habitat for Humanity.
Always pleased to share his experience and knowledge of land use and real estate, for 11 years, Mr. Condlin served as an adjunct professor teaching two graduate level real property courses at Virginia Commonwealth University, where he still volunteers as a lecturer for various real property courses. Mr. Condlin has just begun teaching at the William & Mary School of Law on Real Property Transactions. He has contributed numerous articles on land use and real estate law to local newspapers as a guest columnist and is the editor of and a contributor to Land Use Lines, a periodic journal providing updates on land use, zoning, historic preservation and development rights issues. In addition to his writing on the subject, Mr. Condlin speaks regularly on real estate, investment, land use and zoning matters.
Mr. Condlin is the recipient of the Henrico Business Council’s Award of Merit for 2005 and named the 2004 Virginia Bar Leader of the Year by the Virginia State Bar’s Conference of Local Bar Associations. In 1998, Mr. Condlin was named one of Richmond’s “Top 40 Under Forty” by Inside Business magazine. Mr. Condlin was honored to be included on Virginia Business magazine’s list of the “Legal Elite” and was recognized by Chambers USA as a leading real estate attorney in Virginia. Mr. Condlin has been named a “Super Lawyer” for Land Use/Zoning by Virginia Super Lawyers magazine and is listed in The Best Lawyers in America. Mr. Condlin was selected in 2004 as a member of the VCU Real Estate Circle of Excellence and has been a member of the Urban Land Institute since 2001.
Prior to joining Williams Mullen, Mr. Condlin served a one-year clerkship with the Henrico County Circuit Court. He received his law degree from the Marshall-Wythe School of Law at the College of William and Mary in 1991. In law school, he served on the Administrative Law Review, the Moot Court Board and was a member of the Judicial Honor Council. He authored two chapters for the Administrative Law Review State Judicial Review of Administrative Action Project. Mr. Condlin received his bachelor of arts degree in political science and history, magna cum laude, from Potsdam College in 1988.
