Chuck Wall chairs Williams Mullen's Public-Private Partnership Team, and he assists both private and public sector clients in complex public-private partnerships. Mr. Wall’s forte is in design-build projects and the generation of comprehensive agreements governed by the Virginia Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA) and the Virginia Public-Private Transportation Act of 1995 (PPTA). Under the PPEA, Virginia's counties, cities and other public entities can now partner with the private sector to design, develop, finance and operate almost any public facility, with emphasis on facilities critical to public safety and welfare, or improvements to utility and technology infrastructure. Similarly, the PPTA allows private entities to enter into agreements to develop, improve, finance, maintain and operate transportation facilities. Mr. Wall works with businesses to identify and facilitate business opportunities between public entities and the private sector. He is particularly skilled in building on the common ground between a client's business objectives and government policy goals to create successful development projects. Mr. Wall’s experience spans construction projects, road and highway developments and joint ventures and involves securing financing, interacting with government officials and negotiating on behalf of his clients.

Mr. Wall is widely recognized as an authority on both the PPEA and PPTA. The Virginia General Assembly appointed Mr. Wall to serve on the committees responsible for the initial drafting of and subsequent revisions to the PPEA's Model Guidelines. The Model Guidelines are an important tool for "responsible public entities," serving as a general guide for the implementation of the PPEA. Because of his deep understanding of the PPEA and PPTA, Mr. Wall is in high demand as a speaker on these topics. He has lectured extensively on the PPEA and PPTA before legislative bodies, government officials, trade and professional associations, and fellow attorneys.
In addition to his extensive public-private partnership practice, Mr. Wall has served as general counsel to mid-sized, privately-held companies for more than a decade. He has particular experience representing distribution companies and wholesalers. His corporate advice ranges from the implementation of ethics and compliance programs to a wide array of business matters, such as mergers and acquisitions, contracts, organizational structuring and owner agreements.
Martindale Hubbell has rated Mr. Wall an AV attorney, its highest rating available. He has been listed in Virginia Business magazine's "The Legal Elite" since 2004 and in 1999, Inside Business magazine named Mr. Wall to the "Top Forty Under 40."
Mr. Wall received his law degree in 1989 from the University of Richmond School of Law, where he was a member of the University of Richmond Law Review. He graduated from the College of William and Mary in 1986 with a bachelor of business administration degree in management.
