Eric W. Hurlocker
Eric Hurlocker focuses his practice on energy law, renewable project development and general commercial transactions. He regularly assists clients in the drafting and negotiation of solar power generation facilities agreements, including engineering, procurement and construction agreements (EPC), operations and maintenance, and power and renewable power sales. His experience includes serving as lead in-house counsel for the sale of 750 mega-watts of gas-fired generation facilities and managing the purchase and sale of both traditional fossil fuels and renewable energy projects, such as wind, biomass, and solar. In addition, Mr. Hurlocker counsels clients on matters regarding commercial contracting and sourcing, commodities trading and regulation, construction and engineering, as well as regulated markets and energy infrastructure. Mr. Hurlocker currently serves on the Energy Advisory Committee to the Virginia Joint Commission on Technology and Science.

Prior to joining the firm, Mr. Hurlocker served as Associate General Counsel for PPL Corporation in Allentown, Pa. and Dominion Resources, Inc. in Richmond, Va.
Mr. Hurlocker is licensed to practice in Virginia. Active in the community, Mr. Hurlocker serves on the board of directors of the United Way Housing Stability Council and volunteers his time and services to the Commonwealth Catholic Charities as a juvenile immigration attorney. Mr. Hurlocker is a former member of the board of directors of the University of Richmond Law School Association.
He earned his undergraduate degree, Phi Beta Kappa, from the University of Richmond and his juris doctor degree, magna cum laude, from the University of Richmond T.C Williams School of Law.

- Drafted and negotiated development of Distributed Generation Solar Facilities throughout the United States, including EPC, Operations & Maintenance, and Power Sales Agreements.
- Drafted and negotiated development of Utility Grade Solar Facilities throughout the United States, including EPC, Operations & Maintenance, and Renewable Power Sales Agreements.
- Drafted and negotiated EPC and Project Development Contracts for on-site thermal and electrical generation facilities.
- Served as lead in-house counsel for the acquisition of assets from a bankrupt telecommunications company.
- Negotiated numerous long-term and short-term purchase and sale agreements involving electricity, natural gas, coal, emission allowances, green energy credits, and related financial products, throughout the United States.
- Negotiated retail sales agreements for the purchase and sale of electricity and natural gas in deregulated markets throughout the United States.
- Negotiated project agreements for the development and operation of synthetic fuel production facilities.
- Negotiated project agreements for the engineering, procurement and construction of pollution control equipment for coal-fired generation facilities in the Northeast United States.
