Katherine W. Payne

Katie Payne focuses her practice on general government affairs matters, primarily advocating for clients before legislative and executive bodies. She handles matters regarding energy policy and legislation, including issues before the Virginia Air Pollution Control Board. In addition, Ms. Payne handles matters regarding health care policy and legislation before the Virginia General Assembly and other agencies of state government. She is also regularly deals with issues pertaining to Virginia’s Alcoholic Beverage Control Act and the Freedom of Information Act. Ms. Payne has experience dealing with Virginia’s Department of Minority Business Enterprise, specifically representing businesses seeking Small, Woman- and Minority-Owned (SWaM) certification. In addition, she closely monitors state procurement opportunities for clients and is a member of the firm’s Public-Private Partnership Team.

Ms. Payne is admitted to practice in the Commonwealth of Virginia and is a member of the Virginia Bar Association's Young Lawyers Division, as well as the American Bar Association, the Richmond Bar Association and the Metro Richmond Women’s Bar Association. Ms. Payne also serves on the board of directors of the Faces of HOPE, a Richmond, Virginia non-profit organization.

Ms. Payne received her juris doctor degree, magna cum laude, from the University of Richmond School of Law where she was editor-in-chief of the Richmond Journal of Law and the Public Interest. She received a bachelor of arts degree, with high honors, from the College of William & Mary, where she also received the William & Mary Leadership Award.
