Experienced Health Care Attorneys Joy Heath and Ruth Levy Join Williams Mullen

Williams Mullen is pleased to announce that Joy Heath and Ruth Levy, two experienced health care attorneys formerly with the Heath Law Firm, have joined Williams Mullen’s Health Care team. They will be working out of the Raleigh office.

Ms. Heath has more than 28 years of experience in representing clients in the health care industry, including Certificate of Need (CON) matters, regulatory compliance, legislative strategies, Medicaid audits, and business transactions for health care companies.  She has focused her practice on CON matters, including advice on ventures requiring CON review, preparation and filing of No-Review Letters, Exemption Requests, Declaratory Rulings and other such submissions, as well as the initiation of appeals of CON decisions at the Office of Administrative Hearings and representation through discovery, motion hearings and full evidentiary hearings at OAH and in appellate courts.  She assists with business transactions for health care providers, including the sale or acquisition of health care companies and financing for such transactions, as well as survey, certification and penalty issues.  Ms. Heath also provides counsel on how to stay in compliance with the range of state and Federal laws applicable to health care providers.

Ms. Levy also concentrates her practice on CON and other regulatory matters, and has experience representing clients in the North Carolina Office of Administrative Hearings.  She advises on state and federal laws governing the health care industry and has made appearances before the NC Division of Health Service Regulation and the State Health Coordinating Council.

Ms. Heath is a graduate of the University of North Carolina at Chapel Hill with a degree in Public Policy and received her law degree with honors from the University of Florida in 1986.  She is an active member of the Health Law Section of the North Carolina Bar Association and the North Carolina Society of Health Care Attorneys.  Ms. Levy earned her J.D. from Campbell University School of Law and a B.S. in Business Finance from Fairleigh Dickinson University, where she attended on a full scholarship, as a NCAA Division I athlete in volleyball.
