10.03.2008 Williams Mullen Advances Public-Private Partnership for Client Alpha Natural Resources RICHMOND, VA — Williams Mullen client Alpha Natural Resources has entered into an agreement with Pioneer Group and the Virginia Department of Transportation (VDOT) that advances the final design and construction of the Hawks Nest portion of the four-lane Coalfields Expressway, which will link Routes 23 and 460 in Virginia with Interstates 64 and 77 in West Virginia. The Expressway is anticipated to benefit economic development efforts and regional tourism initiatives in Southwest Virginia.

Alpha Natural Resources will construct the Hawks Nest portion as rough grade road bed on mountainous terrain as part of an active surface mining operation. A product of Virginia’s Public-Private Transportation Act, the agreement represents a $90 million savings to the Commonwealth. Comments Jerry W. Kilgore, Williams Mullen Government Relations Practice Group chair, “This valuable transportation project is a shining example of the good outcomes that often accompany public-private partnerships.”

Williams Mullen partner Charles E. Wall led the team that negotiated the Hawks Nest agreement on behalf of Alpha Natural Resources. Messrs. Wall and Kilgore worked with firm partner Ralph L. “Bill” Axselle, Jr. and other Williams Mullen professionals for over a year on funding sources, contract negotiations and other aspects of the project.
