Carter T. Whitelow

Carter T. Whitelow is a member of Williams Mullen's Government Relations Group in Virginia and is responsible for supporting our Government Relations team and serving the needs of our clients. Carter is responsible for the day-to-day political activities, reporting, compliance, and event activities for the Government Relations Group. Carter also provides legislative support and strategy for the group. Carter is able to leverage deep, extensive relationships with legislators, particularly in the Shenandoah Valley, an area he calls home.

Carter is committed to his community. He serves as a volunteer for several philanthropic organizations, such as the American Heart Association, United Way, Partnership for the Future and Rotary International. Carter is also a member of the Henrico County finance board (2021-present). Carter is a Ujima Legacy Fund brother, an organization committed to funding non-profit projects that positively impact youth and young adults from underserved populations. In addition to his philanthropic efforts, he is a motivational speaker, concentrating on reaching underserved youth. Carter serves as the workplace liaison for the American Heart Association, raising funds and planning events in preparation for the yearly Richmond Heart Walk.

Prior to joining the Government Relations Group, Carter served as Williams Mullen's Payroll Specialist and Well-Being Chair. An alumnus of Harrisonburg High School in Harrisonburg Virginia, Carter earned his Bachelor of Science degree in finance from Virginia Commonwealth University School of Business. Carter is currently attending the University of Virginia Darden School of Business with a concentration in Business Administration.
