Pat Devine is co-chairman of the Health Care Section at Williams Mullen. He concentrates his practice in the areas of heath care, antitrust, corporate and business, securities and venture capital law. Mr. Devine regularly assists health care providers with business and regulatory issues in the health care industry, including business structures, joint ventures, mergers and acquisitions, certificate of public need, tax, antitrust, reimbursement, compliance, false claims act, privacy, disciplinary and medical staff, credentialing, managed care, buy-sell and employment agreements, and legislative matters.
Pat Devine is co-chairman of the Health Care Section at Williams Mullen. Mr. Devine regularly assists health care providers with business and regulatory issues in the health care industry, including business structures, joint ventures, mergers and acquisitions, certificate of public need, tax, antitrust, reimbursement, compliance, false claims act, privacy, disciplinary and medical staff, credentialing, managed care, buy-sell and employment agreements, and legislative matters. He also assists clients with securities and venture capital financing.
Mr. Devine is active in a variety of legal organizations, often serving in leadership positions. He has served as chairman of the Health Law sections of both the Virginia Bar Association and the Virginia State Bar. He is a member of the Health, Tax, Corporate and Municipal sections of the American and Virginia bar associations, as well as the Virginia State Bar.
Mr. Devine is also very active in a wide variety of community and civic organizations. He is a member of the board of directors of the Hampton Roads Chamber of Commerce, Virginia Beach Division, and served as the American Heart Association’s 2006 South Hampton Roads Gala Chairman. He serves as general counsel for the Lions Medical Eye Bank, the Great Neck Baseball League, the Virginia Health Quality Center and the Virginia Business Coalition of Health. Mr. Devine is a member of the Old Dominion University College of Health Sciences Advisory Council and an honorary director of Children’s Care Fund.
Mr. Devine is listed in The Best Lawyers in America for Corporate, Mergers & Acquisitions and Securities Law and for Health Care Law and was named the Best Lawyers’ 2011 Norfolk Health Care Lawyer of the Year. He is included in Virginia Business magazine’s “Legal Elite” and was named “Top Health Law Attorney in Virginia” by the publication in 2003. He also is recognized as a “Super Lawyer” for Health Care by Virginia Super Lawyers magazine. Mr. Devine was the first recipient of the Norfolk & Portsmouth Bar Association’s Judge Walter E. Hoffman Community Service Award. Martindale Hubbell has rated Mr. Devine an AV attorney, its highest rating available.
Mr. Devine earned a law degree from the University of Richmond Law School in 1981, a master of laws and taxation from the Marshall-Wythe School of Law at the College of William & Mary in 1990, and his bachelor of arts degree from Hampden-Sydney College in 1978. In addition, Mr. Devine is a 1974 Norfolk Academy graduate.
