Robert F. Riley
Bob Riley is chair of the Energy Practice Group at Williams Mullen, where his practice encompasses transactional, regulatory and legislative issues in the energy field. Mr. Riley has a special focus upon and is active in representing clients in the development, operation and management of non-utility electric generation projects. He also performs due diligence evaluations relating to the acquisition of electric generation projects and related corporate matters, including renewable energy projects.

Mr. Riley has a special focus upon and is active in representing clients in the development, operation and management of non-utility electric generation projects. He also performs due diligence evaluations relating to the acquisition of electric generation projects and related corporate matters, including renewable energy projects.
Mr. Riley structures and negotiates commercial transactions designed to maximize both asset value and competitive advantage. In this regard, he has negotiated and drafted a wide variety of agreements involving sale and purchase of electric power and related energy transmission, sale and purchase of natural gas and related transportation, sale and purchase of coal and coal-based products, power plant operation and maintenance, partnership agreements, sale and purchase of partnership interests, electric project due diligence, real estate procurement, sale and purchase of steam, power plant turnkey construction, and the sale and purchase of assets.
Prior to joining Williams Mullen, Mr. Riley served as General Counsel to numerous subsidiaries of Edison Mission Energy (a major independent power company). Previously, Bob served as a trial attorney with the Enforcement Section of the Federal Energy Regulatory Commission.
Mr. Riley is licensed to practice in Ohio, Virginia and the District of Columbia. He is a member of the Energy Bar Association and is a former chair of the Generation and Power Marketing Committee. He also is a member of the American Bar Association, where he is currently a vice chairman of the Renewable Energy and Distributed Generation Resource Committee. Bob is a member of the American Council on Renewable Energy and Renewable Energy Credit (REC) Trading Working Group. Mr. Riley has been recognized as a “Super Lawyer” by Washington, D.C. Super Lawyers magazine. Martindale Hubbell has rated Mr. Riley an AV attorney, its highest rating available.
A 1985 graduate of Case Western Reserve University School of Law, Mr. Riley received his bachelor of arts degree from St. Louis University in 1979.
