Stephen G. Test
A trial attorney in Virginia since 1979, Steve Test focuses his practice on civil, construction and commercial litigation in state and federal courts. Mr. Test has tried many jury and non-jury cases as well as administrative hearings, arbitration proceedings, mediations and appeals. He represents and defends individuals, businesses, partnerships and corporations in complex commercial disputes including matters involving fiduciary duty, fraud, interference with business relations and trade secrets.

Mr. Test has tried many jury and non-jury cases as well as administrative hearings, arbitration proceedings, mediations and appeals. He represents and defends individuals, businesses, partnerships and corporations in complex commercial disputes including matters involving fiduciary duty, fraud, interference with business relations and trade secrets.
Before joining the firm, he was a partner with Clark & Stant, which merged with Williams Mullen in 1999. Mr. Test also has served as an assistant commonwealth’s attorney in the City of Virginia Beach assigned to prosecute career criminals. During his tenure, he prosecuted and obtained convictions in several high-profile capital murder cases.
Mr. Test has been recognized by The Best Lawyers in America as a top construction law attorney and was named the Best Lawyers’ 2011 and 2012 Norfolk Construction Lawyer of the Year. In addition to being recognized as one of the “Legal Elite” by Virginia Business magazine, he has also been named a “Super Lawyer” for Business Litigation by Virginia Super Lawyers magazine. Martindale Hubbell has rated Mr. Test an AV attorney, its highest rating available. He is admitted to practice before the U.S. Supreme Court, U.S. Court of Appeals for the Fourth Circuit and the U.S. District Courts for the Eastern and Western Districts of Virginia. He is a Board member of the Construction Litigation Section of the Virginia State Bar and Virginia Bar Association, a former chair of the Second District Ethics Committee of the Virginia State Bar Disciplinary System, a former member of the Virginia State Bar Committee on Lawyer Discipline and a former elected representative on the Virginia State Bar Council.
Mr. Test is a frequent writer and lecturer on a variety of legal topics and is the co-author of the Construction Law Seminar, “What Do You Do When … ?,” the seminar manual, “Virginia Construction Law,” and the seminar manual, “Construction Issues in Virginia.” He has been accepted by the American Arbitration Association as an arbitrator for construction industry disputes in the Washington, D.C. region.
Mr. Test is active in the community, serving on the boards of the Contemporary Arts Center of Virginia, the Virginia Musical Theater and the Virginia Symphony Orchestra.
Mr. Test received his law degree from George Mason University School of Law and his bachelor of science degree, with distinction, from George Mason University.
