The Oct. 21 program focused on the next fiscal year of economic stimulus after the record breaking American Recovery and Reinvestment Act of 2009 (ARRA) – over 200 days after enactment. With funding commitments and expenditures exceeding $230 billion this fiscal year, almost 30% of ARRA funding has been accounted for this first year. This means the new tax credits, Treasury grants in lieu of investment tax credit, Smart Grid grants, manufacturing tax credits and grants, and loan guarantees still lie ahead in FY 2010 to benefit the renewable energy industry.
