Before joining Williams Mullen, Evan was the law clerk to The Honorable James J. Reynolds, Chief Judge of the Twenty-Second Circuit of Virginia, and The Honorable Joseph W. Milam Jr.

Evan earned his J.D. from William & Mary Law School, where he was a staff member on the Environmental Law & Policy Review and an Associate Chair on the Law School Honor Council. During law school, Evan served as a research assistant to Professors Neal E. Devins and Allison Orr Larsen, interned with the Virginia Attorney General’s Office’s Government Operations & Transactions Division, and interned with the Dinwiddie County Commonwealth’s Attorney’s Office. Evan earned the Public Service Award for his work during law school.

As an undergrad at the University of Virginia, Evan earned the W. B. Fitzgerald Scholarship, the Abrahams Scholarship and the Melvin B. Alsbrooks Scholarship.
