Having served as counsel for clients in the public sector, Sean brings an in-depth understanding of local government infrastructure, procedures and laws. He’s assisted localities and authorities on a broad range of legal matters, including reviewing and negotiating land use applications with developers to ensure compliance with applicable laws, advising planning commissions and boards of supervisors on drafting zoning ordinances, drafting and reviewing contracts related to the procurement of goods and real property and serving as general counsel during public meetings.

Sean also has experience in providing legal assistance to localities with finance and procurement, community development, fire and emergency management systems (EMS), building and code enforcement, and in preparing Freedom of Information Act (FOIA) responses.

Sean earned his Juris Doctor degree from the University of Richmond School of Law, magna cum laude, his Master of Arts degree from Ohio University Athens, and his Bachelor of Arts degree, magna cum laude, from Heidelberg College, where he served as an adjunct professor of political science for four years.
