As a senior land use planner with Williams Mullen’s Land Use Practice, Wayne Nicholas works with clients on all aspects of the planning, zoning and development process for each project from start to finish. He helps clients with research, analysis and due diligence, preparing zoning reports, application materials and presentations, facilitating community meetings and outreach, and overall project management by working closely with local jurisdictions to effectively resolve unexpected delays and maintain progress throughout the project.

With over 20 years of experience working in local government in both small and large communities, Wayne brings extensive experience on how to work effectively and collaboratively with elected/appointed officials and their staff, citizens, property and business owners, public agencies, development professionals and other stakeholders in land entitlement and development processes. Clients benefit from Wayne’s comprehensive understanding of zoning, development and construction regulations and procedures including rezonings, special use permits, variances, and subdivision, development plan, site plan and real estate plat review.
An AICP-certified planner, his experience with various types of projects includes mixed-use, multi-family and townhome developments; telecommunications facilities; commercial centers, including retail, restaurant, office and hotels; redevelopment; affordable housing; conservation/open space subdivisions; historic preservation; and writing zoning and development ordinances.
Wayne earned his Master of Science degree in Geography (focus on Planning and GIS) from the University of Southern Mississippi and his Bachelor of Science degree in Geography from Worcester State University. He is a member of both the American Institute of Certified Planners (AICP) and the American Planning Association.
