Williams Mullen Advises SPSA on $200 Million AI-Powered Solid Waste Processing Project

Williams Mullen represented the Southeastern Public Service Authority of Virginia (SPSA) on a landmark agreement that will utilize AI and robotics for the region’s waste management system. 

The 20-year contract with Commonwealth Sortation LLC, an affiliate of AMP Robotics Corporation, represents an effort to modernize how waste is sorted, recycled and processed across Hampton Roads, Virginia. Facilities in Portsmouth will use AI-driven technology to separate recyclables and organics from municipal solid waste. Organic materials will be treated through pyrolysis, extending the lifespan of the regional landfill through 2095 while creating new opportunities for carbon credit revenue.

Brad Nowak, partner and co-chair of Williams Mullen’s Infrastructure Group, with assistance from Joe Makhoul, Associate, led the representation of SPSA throughout the procurement and contract negotiations. Williams Mullen has served as special counsel to SPSA for more than two decades.
