Proposed North Carolina “Come to Rest” Rules

The North Carolina ABC Commission filed proposed permanent “come to rest” rules applicable to North Carolina wholesalers.  A copy of the rules is attached, and information can be found here

According to Commission Rulemaking Coordinator Walker Reagan, the proposed rules codify existing Commission policy and provide beer and wine shall be unloaded and “hit the floor” of the wholesaler’s warehouse for inventory and inspection, before being delivered to a North Carolina retailer.

The public hearing on the proposed rules will be held virtually as part of the Commission’s monthly meeting on 4 November 2020 at 10:00 EST.  The public comment period for these rules runs through 30 November 2020.
