Appalachian Power issues RFP for Up to 200 MW of Solar in Virginia

On November 15, 2018, American Electric Power Service Corporation (as agent for Appalachian Power Company (“APCo”)) released a request for proposals (“RFP”) for up to 200 MWac of solar energy resources.  The RFP was issued to support the requirements of the Grid Transformation and Security Act (SB 966), which was passed in 2018. 

The RFP seeks bids for solar projects located in Virginia and interconnected to PJM, with minimum nameplate rated size of 50 MWac.  Under the RFP, APCo is seeking to purchase the equity interest of the project company at completion of construction and commissioning.  Further, the project must qualify for 100% of the Federal Investment Tax Credit (ITC) and achieve commercial operation date by December 31, 2021.  Existing projects are permitted to participate in the RFP, however they must have a commercial operation date on or after July 1, 2017.

Proposals are due February 7, 2019.
