Michael Maloney focuses his practice on government contracts, where he has more than 17 years of experience representing clients in all phases of the government contracts life cycle, as well as in protests, claims disputes and litigation. Michael counsels clients in government contract matters involving defense and national security matters, information technology, logistics and service contracts, among others. He advises clients from a wide array of industries on how and where to pursue complex bid protest matters and claims disputes before the Government Accountability Office, the Court of Federal Claims, the Boards of Contract Appeals and various federal agencies.

Michael also counsels clients on federal, state and local government contracts compliance and guides clients through the numerous procurement statutes and regulations that affect those doing business with a government entity. For clients who have been awarded a government contract, Michael advises on how to successfully administer contracts, calculate and submit requests for payments and, when necessary, pursue and resolve payment claim disputes. He also represents clients in litigation between prime contractors and subcontractors in federal and state courts.

Michael has experience representing companies in matters involving many government agencies, including the Departments of Defense, Energy, Homeland Security and its components, and Health and Human Services, as well as various U.S. Intelligence Agencies (FBI, CIA, NSA), the Missile Defense Agency, the National Nuclear Security Administration, GSA, NASA and OPM. He also has represented clients before numerous state and local agencies.

In addition, Michael is a seasoned trial and appellate litigator who has served as first chair on more than 45 jury trials and numerous litigation avoidance and ADR proceedings. He counsels clients on trade secrets and privacy laws, and represents clients in complex civil litigation to protect companies’ trade secrets and enforce privacy laws.

Michael is licensed to practice in the District of Columbia and Maryland. He is admitted to practice before the U.S. Court of Appeals for the Fourth and Ninth Circuits; the U.S. Court of Federal Claims; the U.S. District Court for the District of Columbia; the U.S. District Court for Maryland; and the U.S. Court of Appeals for Veterans Claims.

Michael earned his Juris Doctor degree from the George Washington University Law School, and he earned his Bachelor of Arts degree from the University of Richmond.
