A partner in Williams Mullen’s Construction Practice Group, Brian provides general counsel and dispute resolution support as he prepares, prosecutes and resolves contract claims under public, private and international contracts. Having worked on numerous and varied construction projects, Brian has developed a wide-range of experience in all aspects of the construction industry working with contractors, subcontractors, suppliers, sureties and owners. Having worked on numerous and varied construction projects, Brian has developed a wide-range of experience in all aspects of the construction industry working with contractors, subcontractors, suppliers, sureties and owners. Brian’s construction industry experience runs the gamut having worked in all phases from pre-bid/development through close-out. His construction practice includes the representation of several contractors among the ENR Top 400 in all aspects of contracting, project/administration, claims preparation/review and dispute resolution on many types of construction projects, including roads/highways, schools, telecom, laboratories, tunnels, water/wastewater, commercial buildings, power plants, multifamily housing projects and process plants.
Should a matter require representation in court or before a panel or board, Brian is also experienced in handling disputes and claims nationally and internationally before state/federal courts, administrative boards and arbitration panels. He also provides assistance and advice on various regulatory matters impacting contractors, to include OSHA, M/WBE and Davis-Bacon.
He has been recognized for his work in Construction Litigation by Virginia Super Lawyers magazine and Washington D.C. Super Lawyers magazine (2015-present), recognized as a leading construction attorney by Chambers USA (2015-present), named among Virginia's "Legal Elite" by Virginia Business magazine (2016, 2020) and listed in The Best Lawyers in America© for Construction Litigation and Commercial Litigation (2016-present).
Brian also writes and lectures on various construction law issues and is an active member in the American Bar Association’s Forum on the Construction Industry and various construction industry associations, including the Association of General Contractors. He also is a member of the Maritime Law Association.
Brian joined Williams Mullen from Watt, Tieder, Hoffar & Fitzgerald, L.L.P. Prior to that position, Brian served as a judicial law clerk to the Chief Judge, U.S. District Court, District of Guam, and spent eight years on active duty serving as an engineering and operations officer in the U.S. Navy. Brian retired from the Navy as a Commander, following 24 years of combined active and reserve service.
Brian is a graduate of the University of Rochester; he received both a bachelor's degree in economics and an MBA from the Simon School of Business. Brian obtained his law degree from the George Washington University Law School in Washington, DC.
