Tyler J. Rosá is a partner in Williams Mullen’s Finance and Real Estate Practice Group, where he helps developers, lenders, institutional investors, utilities, telecommunications providers, and corporate clients structure, finance, and deliver complex commercial real estate and infrastructure projects. Tyler focuses on solving the business and regulatory challenges that arise in commercial real estate finance, land use and zoning, economic development, and strategic site development.

As a commercial real estate attorney, Tyler advises clients through every phase of the real estate lifecycle — from acquisition and due diligence to entitlements, financing, development, leasing, and disposition. He works closely with clients to structure transactions efficiently, mitigate risk, and keep projects on schedule, whether involving traditional commercial assets or emerging sectors such as renewable energy, data centers, and communications infrastructure.

Tyler regularly represents clients in commercial property acquisitions and dispositions, construction and permanent financing, development agreements, public-private partnerships, and complex leasing transactions. He guides clients through zoning approvals, special use permits, rezoning applications, and regulatory compliance, leveraging deep experience in land use law to secure local government approvals for commercial, energy, utility, and telecommunications projects.

Tyler advises clients on the development and deployment of solar, battery storage, data center, and wireless facility projects, drawing on extensive experience in energy and infrastructure transactions from site selection through operation. He helps clients secure site control, obtain land use and zoning approvals, manage permitting and interconnection requirements, and navigate complex regulatory frameworks.

Tyler is actively involved in organizations that support commercial real estate, economic development, and infrastructure growth, reflecting his commitment to the markets he serves. He currently serves on the Executive Board of the Central Business District Association of Virginia Beach (“CBDA”) and the CBDX, the young professionals division of the CBDA, and has been recognized as one of CoVaBiz’s Millennials on the Move and Inside Business’ Top 40 Under 40.

He earned his Juris Doctor degree from the College of William & Mary School of Law, and his Bachelor of Arts degree, cum laude, from Dickinson College, where he played football and served as captain of the baseball team.
