Williams Mullen Strengthens International Practice with Addition of Christopher H. Skinner

Williams Mullen is pleased to announce that Chris Skinner has joined the firm as a partner in the International Practice in Washington, D.C.

Mr. Skinner has represented a range of U.S. and non-U.S. importers and exporters with respect to compliance with U.S. international trade laws and regulations. These include export restrictions under the International Traffic in Arms Regulations (ITAR) administered by the US State Department’s Directorate of Defense Trade Controls (DDTC) and the Export Administration Regulations (EAR) administered by the US Commerce Department’s Bureau of Industry and Security (BIS), economic sanctions regulations administered by the US Treasury Department’s Office of Foreign Assets Control (OFAC), and all varieties of US customs matters, including origin verifications, ruling requests, protests, tariff classifications, seizures, prior disclosures, requests for internal advice, penalties, customs investigations, country of origin marking, valuation and duty drawback. Mr. Skinner has also counseled companies in connection with U.S. national security reviews by the Committee on Foreign Investment in the United States (CFIUS).

Mr. Skinner currently serves as co-chair of the American Bar Association (ABA) International Law Section’s Export Controls and Economic Sanctions Committee, and as vice chair of the Section’s National Security Committee. Mr. Skinner is a member of the Society for International Affairs. He earned his Juris Doctor degree from Georgetown University Law Center and his Bachelor of Arts degree from the University of Virginia.
